Governments aren't maximising the value of digital.
The patchwork of Paper, Extract, Transfer and Load (ETL) processes, tightly coupled replicative Silos and Spreadsheets lack agility, increasing risk and costs. This all impedes processes, tasks and decisions, letting citizens 'slip through the net' leading to issues for the citizens and higher cost outcomes for Government.
Data facilitates collaboration, engagement, visualisation and trust, empowering decisions and outcomes for citizens. Breaks within collaboration, engagement and visualisations increases time and pressure upon Government institutions, increasing risk for citizens.
Layers of IT and replications across processes, tasks and institutions hasn't addressed the problem, it's left them paying for the same thing multiple times. UK Governments digital transformation strategy.
Within the UK Government's digital transformation strategy they've outlined the need to:
- Harness and unlock the potential of Government's data.
- Make services work smoothly and seamlessly for citizens.
- Enable the right information to be available to the right part of Government at the right time.
- Create a linked ecosystem of trusted, resilient and accessible data.
- Make Government data easier to create, maintain and put to use.
- Extract maximum value from data to create better services for citizens.
- Collect data once and use it many times – reducing the respondents burden.
Matt Hancock, Health and Social Care Secretary states:
Policing 2025 Vision outlining a need for "integration with health, education, social services and community projects" and NHS needing to bridge the gap with Health and Social care, to fend of a crisis.
Ministers understand there is a need to change, with Policing Minister Nick Hurd MP recently said.
"The UK's 43 police forces mostly tend to work in silos, which can't be part of the future" and "Collectively, we are trying to drag police technology from a place that feels terribly out of date into the modern age, but there is a will to do that".
And Cabinet office minister Oliver Dowden MP outlining the need to "Prioritise eliminating legacy IT systems" and to overcome "the challenging elements, of end-to-end digitisation".
But, they need to look beyond "pooling funds" and eliminating legacy to achieve this. Information is the bedrock to decisions and support for citizens, they need to understand the citizens journey and touch points with front-line Government services.
